Plantech ACOLAID Development Plans

Enables effective management of the local development framework.

Managing the relationship between the Local Development Scheme, Core Strategy, Action Area plans and all other components of the plan making system. The module incorporates a specific section to manage the Examination Process.

Public consultation

The need to monitor public consultations is a key element of the local development framework. Plantech ACOLAID records representations submitted both electronically and on paper, and enables users to easily manage the relationship between representations and the different plans and their sections and policies. All information that comprises the Local Development Framework is stored securely in the council's relational database. The system has version control facilities, and enables documents to be catalogued and indexed. Comments from the public can be stored in the database, and catalogued using the same indexing system. Summaries of representations can be reported on the web to committees and be made available to the Examination Inspector. This minimises manual processing and maximises efficiency.

Spatial representation

Where plan policies refer to specific sites, the integration with the chosen GIS system enables seamless switching between the text and graphical elements of the plan using the embedded GIS components of Plantech ACOLAID.

Improved electronic service

Development Plans data and documents can be displayed on the web to improve public service and reduce administrative costs. Representations, together with any accompanying documentation can be submitted on-line. Once received, officers can verify the details and choose to either accept or reject the submission. If accepted, the consultation details are automatically uploaded into the Development Plans database.

Meeting PARSOL 2007/08 standards

The allocation criteria for the Planning Delivery Grant has been drawn from the new PARSOL standards. Plantech ACOLAID for Development Plans and its on-line facilities addresses the following PARSOL criteria:

• 1.11 - Development Plan documents viewed on-line
• 1.2 - Interactive Development Plans proposals map
• 1.3 - IT based solution and consultations
• SM 1.1 (1*) - 10-29% of representations on Development Plans documents made on-line
• SM 1.1 (2*) - 30-49% of representations on Development Plans documents on-line
